This is a comprehensive report on the research, program development, monitoring and recommendations of the Trail Community Lead Task Force. It describes how children’s lead exposure was studied and acted upon in Trail from 1975 through 2000 and concludes by presenting the action recommendations, and proposed goals, that the Task Force submitted to the BC Minister of Environment in early 2001. Options for remediation/action were identified, evaluated and selected based on the learnings from work in Trail, as well as those reported at other locations around the world in scientific journals and formal reports. Public and expert input was also sought throughout the 10-year mandate of the Task Force, and regularly incorporated into the studies and programs as well as the final action recommendations.
The Task Force recommended in this final report that monitoring of lead in children’s blood and the environment continue, continuing case management and education, further reducing smelter emissions and addressing bare soil. The panel also recommended that a new committee, similar in make-up to the Task Force, be established to ensure community involvement in oversight of the ongoing actions.
